SHOPPERS in Radlett will be asked to pay-and-display next week as new parking charges are introduced and traffic wardens start to patrol the streets. Hundred of people protested against the introduction of parking fees last year as traders feared that customers would be driven away by the charges. The protesters achieved a partial-victory when Hertsmere Council scrapped the idea of allowing the first 30 minutes parking free of charge but charging 40p for the second half-an-hour. From Monday everyone in the car park will have to display a ticket even if they are only staying for one hour, which is still free, but they will have to pay 50p for the next hour with no return within two hours.
