Activists have pointed out “problematic” access arrangements to the former allotment site in order to facilitate an affordable housing development.

If St Albans district council (SADC) approves the planning application, entry to the 24 homes development would be off Willoughby Road, to the eastern edge of the recreation ground next door.

However, local campaigner Carol Hedges said the only certain access is pedestrian: “There is no road access. Access is by foot via an unadopted road at the end of Willoughby Road, or by foot across the recreation ground from a couple of paths.”

She added: “There are unresolved issues [with this planning application], namely the applicant has not resolved the issue of title to the unadopted strip of land at the end of Willoughby Road which would be used as the main access to the development.”

The site, which is currently a protected Roman snail and wildlife habitat, has been subject to planning speculation for 18 years.
