CAMPAIGNERS have started celebrating after hearing that plans for a rail freight terminal on Green Belt land in Park Street has been turned down for a second time.
The news has just come in that developers Helioslough have lost their appeal to build the enormous depot on the former Radlett Airfield site following a month-long planning inquiry at the end of last year.
It has emerged that the planning inspector had granted the appeal but it was overturned by the new Secretary of State for Communities and Local Government, Eric Pickles.
