Public order offences

Muhammad Rahman, 43, of Lye Lane, Bricket Wood, was ordered to carry out 150 hours unpaid community work and pay £240 costs for a programme of harassment between August 8 and September 3.

Desmond Spence, 31, of Phillimore Place, Radlett, was given a 12 month conditional discharge, ordered to pay £50 compensation and £100 costs for using threatening, abusive or insulting words or disorderly behaviour at Radlett on October 25.

Motoring offences

Philip Kirkpatrick, 48, of Coursers Road, Colney Heath, was fined £400 plus £100 costs and awarded six penalty points for speeding at 70mph along the 50mph Great Cambridge Road at Hertford on July 2.

Adam Elhamri, 21, of North Cottages, Napsbury, was fined £170 plus £100 costs and awarded six penalty points for speeding along 30mph Gunnels Wood Road at Stevenage on August 5.

Jeffrey Dunkley, 57, of Hickling Way, Harpenden, was fined £200 plus £100 costs and awarded three penalty points for driving while using a handheld mobile phone along Sandridge Road, St Albans, on August 11.

Shareef Khodadin, 26, of Peters Avenue, London Colney, was fined £300 plus £100 costs and awarded six penalty points for driving without due care and attention between the A414 North Orbital Road, St Albans, and A4008 Stephenson Way, Watford, on August 11. He was so close behind another vehicle and at such speed over a distance of two miles as to not be in a position to drive safely, and was seen to use a mobile phone while driving, making sudden lane changes and causing vehicles to brake to avoid a collision, and failing to comply with a red traffic signal.

Mohammed Rahman, 36, of New Greens Avenue, St Albans, was fined £100, ordered to pay costs of £635 and awarded four penalty points on his licence for driving without due care and attention at Watford on July 19, 2012.

Margaret Holt, 89, of Aysgarth Close, Harpenden, was fined £35, ordered to pay costs of £100 and awarded three penalty points on her licence for driving without due care and attention in Harpenden on June 27, 2012.

Steven Kelly, 40, of Park Street Lane, Park Street, was fined £300, ordered to pay costs of £100 and disqualified from driving for six months for driving above the 30mph limit on Eastbury Road, Watford, on July 18, 2012.

Paul Disspain, 44, of High Street, London Colney, was fined £200, and awarded three penalty points on his licence for driving at 62mph on the M25 between junctions 21 and 23 when there was a temporary speed restriction of 50mph on March 21, 2012. He was also fined £200 and awarded three penalty points on his licence for driving at 65mph on the M25 between junctions 21 and 23 when there was a temporary speed restriction of 50mph on March 19, 2012 and a further £250 with four penalty and costs of £1,015 for driving at 68mph on the M25 between junctions 21 and 23 when there a temporary speed restriction of 50mph on March 22, 2012.

Amber Curtis, 42, of Hopkins Crescent, Sandridge, was fined £200 and ordered to pay costs of £90 and vehicle excise duty of £18.34 for keeping an unlicenced vehicle on a public road on June 25, 2012.

Jeffrey Dunkley, 57, of Hickling Way, Harpenden, was fined £400 and ordered to pay costs of £90 and vehicle excise duty of £91.25 for driving an unlicenced vehicle on a public road at Bedmond on July 21, 2012.

Dwane Stapleton, 28, of Wallingford Walk, St Albans, was fined £600 and ordered to pay costs of £90 and vehicle excise duty of £112.09 for keeping an unlicenced vehicle on a public road, Wallingford Walk, St Albans on July 2, 2012.

Theft

Philippa Havard, 51, of Reed Close, London Colney, was committed to prison for seven days for stealing food items from the Co-Op, Hemel Hempstead, on January 21.

Rail fare evasion

Sean Whelan, 30, of Smallwood Close, St Albans, was fined £200 and ordered to pay costs of £140 and compensation of £7.30 for entering a train without a valid ticket at Potters Bar on October 31, 2012.

Margaraet Mardel, 21, of Artisan Crescent, St Albans, was fined £200 and ordered to pay costs of £135 and compensation of £4.40 for failing to hand over a valid ticket for inspection while travelling by train between Apsley and Watford on July 23, 2012.

Lucy Given, 24, of Howard Close, St Albans, was fined £200 and ordered to pay costs of £140 and compensation of £14.80 for entering a train without a valid ticket near Elstree and Borehamwood on October 21, 2012.

Glen Wynter, 49, of Russet Drive, St Albans, was fined £45 and ordered to pay costs of £145 and compensation of £6.30 for entering a train without a valid ticket at St Albans on October 12, 2012.

Shani Chapman, 19, of Noke Shot, Harpenden, was fined £50 for leaving Harpenden Station without passing through the ticket barrier in the correct manner on November 4, 2012.

James Sethill, 20, of Watling Street, Radlett, was fined £200 and ordered to pay costs of £140 and compensation of £5.40 for entering a train without a valid ticket at Radlett on Novemebr 5, 2012.

Fishing licence evasion

Tomasz Marcinak, 32, of Burnham Road, St Albans, was fined £200 and ordered to pay costs of £142.47 for fishing without a licence at Willows Lake, London Colney, on July 6, 2012.

TV licence evasion

Moira Monaghan, 53, of High Street, London Colney, was fined £200 and ordered to pay costs of £105 for using a TV without a licence at the above address between August 15 and September 6, 2012.

Katie Morton, 28, of Greenwood Gardens, Shenley, was fined £200 and ordered to pay costs of £105 for using a TV without a licence at the above address on August 20, 2012.

Mariann Suranyi, 27, of Loom Lane, Radlett, was fined £200 and ordered to pay costs of £105 for using a TV without a licence at the above address on August 20, 2012.

Drink driving

Neil Dines, 53, of Oldfield Road, London Colney, was fined £300, ordered to pat costs of £115 and disqualified from driving for 20 months after giving a sample of 88mcg alcohol per 100ml of breath while driving on Cottonmill Lane, St Albans, on January 8.

Paul Bloomfield, 45, of Roman Way, Markyate, was fined £300, ordered to pat costs of £115 and disqualified from driving for 18 months after giving a sample of 69mcg alcohol per 100ml of breath while driving on Roman Way, Markyate, on January 5.
