Plans have been submitted that would see a garage in Colney Heath High Street demolished to make way for a new two-storey home.
The application, validated on Friday (January 5), also includes landscaping and a driveway for the proposed end-of-terrace property.
Proposed elevations and floor plans have been included within the application.
The site sits within a metropolitan Green Belt area, and a flood risk zone.
Three previous applications for new homes on the land were rejected for "unacceptable and overbearing impact on neighbouring properties", overdevelopment and site parking.
However, the applicant now believes that these issues have been addressed.
A planning and access statement included within the application reads: "The design of the new dwelling is in-keeping with the with the street scene and adjacent row.
"Materials have been chosen to match the existing neighbouring house, using traditional materials, sensitive to the context and in accordance with planning policy guidelines.
