SIR - When Hertfordshire County Council decided to close Stairways and build a new respite care centre for diabled children in Hemel Hempstead, did anybody consider that there is no A&E in Hemel, bearing in mind that the Aiming High Consultation was aimed particularly at children with complex, medical problems?
