SIR - Yesterday evening I witnessed yet another pathetic failure by the District Council to actually spend money constructively. New recycling boxes were delivered to my street (I now have three boxes and two bins). It took me about 10 seconds to discover that the lid provided is incompatible with the design of the box and doesn't fit. If I refused to pay my council tax I would go to prison. But this type of mis-spending of council tax money goes unpunished. It's a disgrace.
