Since the only legitimate use of spray cans is to repair car paintwork, it should be possible to keep them out of the hands of children who misuse them. Just make it illegal to sell spray cans unless a driving licence is produced. Some drivers would probably be willing to trade in the cans at a suitable premium but the silly louts who do the damage to buildings usually have only a limited amount of cash.
