SIR, - Readers may wish to understand why the roads in Herts are as bad as they are. Close examination of the Herts County Council website reveals their decidedly-bizarre strategy on road maintenance which I have copied below:

"Herts Highways' approach to maintenance is derived from the county's Asset Management Plan which has changed investment strategies from dealing with the worst roads first to investing in roads at key stages in their deterioration cycle. This ensures that serviceable life is extended to the maximum effect. The long-term strategy will have short-term impacts on some roads that will appear to be at the end of their serviceable use. Safety is always paramount."

This strategy is in the 2005/06 plan but there is no subsequent revision.

So there it is, the worst roads will be left to rot while other roads will receive investment - oh and safety is always paramount.
