SIR, - While I agree with Mrs C. Westwell's observations (Herts Advertiser, March 19) regarding unsightly litter in Harpenden, I find I must disagree with her remedy - that of the St Albans District Council clearing up the mess.

Is it not time for residents to take responsibility themselves? Should we not be encouraging everyone to stop eating and drinking on the hoof and to take litter home rather than expecting someone else to clear up behind?

Some readers may remember the days when housewives would sweep the path and scrub the step in front of their homes a la Nora Batty. Residents, schools - where the problem seems worst - and businesses would all do well to take a leaf from her book and take responsibility for their own boundaries. Then there would be little left for the council to clear up.
