SIR, - I am writing in disgust at people who week after week put their bin bags out the night before they're due to be collected. It always seems to be the same people who do it, only to be confronted the following morning with the contents of those bags

SIR, - I am writing in disgust at people who week after week put their bin bags out the night before they're due to be collected. It always seems to be the same people who do it, only to be confronted the following morning with the contents of those bags strewn all over the road. There has been a steady increase in the number of foxes around who scavenge the bins overnight, so you would think that these people would have learnt by now. There is a law in place that prevents people from dropping litter in the street but surely this is worse? Councillors please take action. MRS ARNOTT, Chesterton Avenue, Harpenden.
